Abstract
Latin America stands out for its historical abundance in extractive resources, as well as for being the region with the greatest economic inequality on the planet. Is there any relation between these two characteristics? The present investigation delves into this causal relationship making use of the market’s price boom which took place between 2002 and 2008 as an exogenous natural experiment for 89 departments in the region. The research includes the conceptual mapping of distributive mechanisms within each economy, as well as the application of a panel data model to measure the direction and magnitude of the extractive activity effects over inequality. The results suggest that the non-renewable resources industry has a significant influence on regional economic distribution, with convergent effects during the construction phase and divergent effects during the extraction stage. Also, it was found that the price boom had divergent effects in the short term, but converging effects in the medium term.
Resumen
América Latina destaca por su abundancia histórica en recursos extractivos; al mismo tiempo, que por ser la región con mayor desigualdad económica del planeta. ¿Existe alguna relación entre estas dos característica? El presente trabajo profundiza en dicha relación causal haciendo uso del boom en precios ocurrido entre el 2002 y 2008, como experimento exógeno natural para 89 departamentos de la región. La investigación incluye el mapeo conceptual de los mecanismos distributivos al interno de cada economía, así como la aplicación de un modelo de datos de panel para medir la dirección y magnitud de la actividad extractiva. Los resultados sostienen que la industria de recursos naturales no-renovables tiene una influencia significativa sobre la distribución económica a nivel regional, contando con efectos convergentes durante la etapa de construcción y efectos divergentes durante la etapa de extracción. Asimismo, se encuentra que el boom en precios tuvo efectos divergentes en el corto plazo, pero efectos convergentes en el mediano plazo.
